Mit der geplanten Änderung der Weinverordnung sollen Zollkontingente künftig an eine Inlandleistung gekoppelt werden. Wie begründet der Bundesrat, dass ein derart weitreichender Eingriff in Wettbewerb und Marktstruktur nur auf Verordnungsstufe erfolgen kann, ohne dass hierfür eine gesetzliche Grundlage und eine parlamentarische Beratung erforderlich sind?
