Der Bundesrat wird beauftragt, dem Parlament Botschaft und Entwurf für einen Digitalisierungsartikel in der Bundesverfassung vorzulegen. Er entwickelt diesen Entwurf unter Einbezug der Kantone. Dabei sollen die Grundprinzipien der von Bund und Kantonen getragenen "Digitale Verwaltung Schweiz (DVS)" beachtet werden.
