Als Begründung für eine massive Verschiebung von Geldern von der Entwicklungszusammenarbeit zur Humanitären Hilfe nennt der Bundesrat die Problematik der Nachtragskredite. Diese waren aber bisher noch nie ein Problem, wurden jeweils vom Parlament genehmigt, und sind genau für solche humanitären Notlagen geschaffen. Warum erklärt der BR dies nun plötzlich zum Problem?
