Das Gesetz gibt Betrieb und Substanzerhalt gegenüber dem Ausbau Vorrang (Art. 4 Abs. 2 BIFG). Weshalb plant der Bundesrat neue Ausbauprojekte in einer Doppelvariante mit kleinerem und grösserem Investitionsvorhaben, obwohl der tatsächliche Mittelbedarf für den Substanzerhalt nach Feststellung der EFK für beide Varianten noch gar nicht geklärt ist?
